The Swedish Defence Materiel Administration (FMV) manages the procurement of defense materiel in project form. We run approximately 800 materiel projects, for the most part on behalf of the Swedish Armed Forces, completing around 200 projects every year while launching an equal number of new assignments. FMV aims to ensure value for money is achieved while acquiring optimal defence capabilities and delivering equipment and defense logistics to the Armed Forces whenever and wherever required.

Each FMV assignment consists of the following three phases: specifications, procurement and implementation until delivery.

Regardless of whether the mission is to procure new boots or a new helicopter, work commences with establishing the required performance capabilities and drawing up specifications for the new materiel. Then we proceed by setting up the actual procurement process concluding with the evaluation of tenders and agreements with one or more suppliers. In the final phase, the project will ensure that the materiel is delivered in accordance with specified requirements.

Customers and suppliers often work with us as part of collaborative and integrated project teams. Project teams are formed to match the competencies, both military and civil, required by the assignment. For example, members may include project managers, engineers, economists and lawyers.

We also run many internal development projects in certain specialised areas, such as administration and maintenance.

Our largest client is the Swedish Armed Forces but we also carry out assignments for other authorities, such as the Swedish Police and the Swedish Civil Contingencies Agency (MSB). Here we describe a small selection of the total 800 procurement projects currently ongoing.
